The bipolarity in Italy is from 1948: the party who headed the first pole, that of government, was the DC, while the one who headed the second pole of opposition, was the PCI.
The majority of the premium is neither necessary nor sufficient to have stability of government, as well as confirming the facts are these days: the PDL has expelled Finian and the league wants to push for the government crisis to arrive early elections, while the majority should be strong because of the majority of the premium, according to the intentions of the legislator.
Our system is a parliamentary system and not presidential, according to the Constitution and therefore the electorate chooses the parliamentarians, who then choose whether or not to trust the government whose head is appointed by the President of the Republic.
