My political sympathies for Gadhafi, however, are zero if not lower, but nevertheless, I find the above document the most reasonable people can read on the Palestinian issue, pointing to a federal state as a solution that combines the current Israel with the Arab territories of West Bank and Gaza (although some shades of Qaddafi's White Book on the Zionist movement, in my humble opinion, typical of those who are anti-Zionist bias). From the Arab point of view from which it is proposed that the new federal state should join the Arab League. Even after the war the British kept the same idea, which was expressed by Lord Morrison of the program. The British idea, in fact, was to create a federal Palestinian puppet to maintain control in particular to the area to control the Straits of Suez. Meanwhile, the Zionists (also, at the time, through open acts of terrorism) were organized to create the State of Israel.
